Republicans Bury the "Nonprofit Killer" Amendment in the Tax Plan
And it looks a lot like Russia’s Foreign Agent Law

🚨 As many of you know, I document patterns that mirror Russia—and this one needs our urgent attention!!
Republicans quietly slipped the “NonProfit Killer” amendment into the tax plan, hoping no one would notice until it was too late. Buried in the 389 tax plan is something straight out of Russia’s playbook—one that would give Trump’s Treasury Secretary unchecked power to label any nonprofit, university, or protest group a “terrorist-supporting organization” and strip it of its tax-exempt status.
This has nothing to do with supporting “terrorism,” which btw is illegal. It’s about criminalizing dissent, dismantling civil society, and punishing political enemies. This is how dictators operate— with vague legal language.
The bill is a near-copy of H.R. 9495, introduced last fall under the pretense of combating terror financing—but in reality, it’s a Trojan horse designed to let Trump target universities, silence protests, and crush opposition. Last fall, it passed the House but stalled in the Senate. Now, Trump’s allies are trying again, burying it inside Trump’s tax plan.
Let’s not forget the pattern: Trump has spent years trying to redefine dissent as terrorism. On May 31, 2020, he tweeted that the U.S. would designate “ANTIFA” a terrorist organization—despite it having no formal structure or legal basis. Since then, he’s weaponized that label to smear Democrats and protesters, branding them all as “the enemy within.” For over a decade, he’s attacked journalists, accusing them of being “truly the enemy of the people”—and now he’s using federal agencies to try and silence them. He’s repeatedly promised retribution against anyone he believes has wronged him.
Just a few weeks ago, Trump targeted Democratic fundraising group ActBlue and other donation platforms with a presidential memorandum, under the pretense of cracking down on foreign election interference. In reality, it’s part of a broader campaign to cripple the infrastructure of political opposition.
If this passes, Trump would gain sweeping powers to dismantle any organization that challenges him. He’s already targeting Harvard, threatening to revoke its tax-exempt status—and it won’t stop there. Disability rights groups could be smeared as “threats” for protesting Medicaid cuts. Immigrant support centers, climate organizations, and civil liberties nonprofits could be labeled “terrorist-adjacent” and targeted by federal decree.
I’ve documented this tactic before. In Russia, the Kremlin used the same vague, weaponized language to brand nonprofits, activists, and journalists as enemies of the state. Once labeled “foreign agents,” they were surveilled, jailed, publicly shamed, hit with crushing fines, and ultimately shut down. This is how Putin finished off dissent—by weaponizing the law to silence any remaining voices.

Call your representatives now and flood their offices with calls and emails.
We have a chance to strip this clause before it reaches the Senate. If Republicans remain in lockstep, they will hand Trump a dangerous authoritarian power.
