It’s called Yandex. Among other similar services it offers to Google are traffic maps fed by people using phones using Yandex services providing location and movement information. Russia used this data coming in from Ukrainian soldiers phones to map Ukraines supply lines to the front.
I'm very aware of Yandex and it's <3% marketshare worldwide, compared with Google's 90% marketshare. You are right -- today's Russia is not the Russia of 1986. In many ways, it's much less free.
